Harvey was the CIA's nominated representative of the Roman Catholic Church who continued to prepare for the full-scale Operation Reinhard after 1945. Since the hierarchy of the Roman Catholic Church coincided with that of the Cosa Nostra clan, the nickname King, by which Harvey became known, signified his status as a don for the United States.

In addition to recreating the structure of the Third Reich to implement Operation Rainhard, Harvey oversaw the terrorist operation Mongoose, the assassination of heads of state, and other high-profile terrorist actions.

Assassination of Kennedy
According to the Church report, Harvey was responsible for the creation of the Executive Action - the standby competence of the CIA to involve serial murderers and professional criminals into the murder of the state leaders. John Kennedy was a one of many victims of this program.
