I, Megan Bogle, a native U.S. citizen by birth, of Jewish genetic origin, and currently residing in Russia, passport name in Russia Anna Maria Serafima Sergeevna Raevskaya - Repnina, born as Anna Sergeevna Tolstaya in Tula city of Tulskaya oblast RSFSR on May 1st, 1975, in a legal dynastic valid marriage of Sergey Nikolaiyevich Tolstoy and Tatijana Alexeevna Romanova, hereby confirm and assert the following:

1. By maternal line, I am the sole biological and legal senior heir in the first sequence of John Bogle, CEO, Owner, and Founder of The Vanguard Group, an entity widely recognized for its leadership in the global financial industry.

2. As the rightful heir to the legacy of John Bogle, I affirm that the rights to The Vanguard Group, along with all associated assets, have been duly accounted for on the balance sheet of my company, BOOST CMG, in accordance with relevant laws of inheritance, asset management, and corporate governance.

3. In my capacity as the legal successor to John Bogle’s estate, I am actively working to take both legal and operational control over The Vanguard Group and any other inherited assets, in line with my responsibilities and rights as the designated heir. This process includes asserting rightful claims, ensuring compliance with all applicable legal frameworks, and steering the operations of these assets towards proper management and preservation.

4. As the designated heir, I have undertaken all necessary legal steps to ensure that the transition of control is conducted transparently, in accordance with corporate governance protocols, and with the full protection of the legal rights vested in me as the legitimate heir.

This statement is made in good faith, and I am committed to pursuing all required legal measures to uphold my claims and responsibilities with respect to the assets and legacy inherited from John Bogle.
