The Magnitsky Act was passed by the U.S. Senate in 2012. Of the 100 senators, 4 did not vote, 4 voted against. One of those who voted against was a senator named Whitehouse. Any law has a purpose. Regulation by law is briefly explained in its name. The name of Magnitsky's law is as follows: the Russia and Moldova Trade Act Jackson-Vanik Repeal and Sergei Magnitsky Rule of Law Accountability Act.
